paypal transacation flagged for fraud

@paypal i just bought something online using paypal. after the transaction went through the merchant called me and said paypal sent them an email saying my payment was “high risk” for fraud, and they asked for my credit card number to ship the product (even though the payment cleared). ive never made any fraudlent transactions on paypal. what gives?
