There’s no literal downsides to what google is doing. Keep people on the hook unpaid. When you might have a role open, you can fill it immediately. None of that nonsense here at FB.

I had an intern last summer, and used an internal tool to find them. By default, the tool sorts by descending "interview rating", which is the aggregate rating across all of a candidate's interviews. I never looked at anyone beyond the first page basically, so that could be a potential issue for those of you "stuck" in matching.
There’s literally a queue for headcount issue at the moment.
A coworker tried to get an intern last year (for this summer) but was denied due to lack of headcount. So, I think headcount might be a reason for denying candidates, but I'm assuming that if one gets an offer, then there should be headcount available somewhere.
I had this happen and I told them I started interviewing again. Found a team a week later.
