i got a job offer with a pay more than my current pay. but, moving from one state to another (florida to california) with state tax and increased housing cost, i am losing money. i need atleast 15% more to even think about this. is it okay to negotiate and then turn down the offer if i am not happy?

Definitely negotiate... Where in Cali are you moving to? It matters a lot. Look at COL calculators to get an idea. Also, do you have any real state you would need to sell? Many things to consider.
Santa Barbara and I checked COL. it is 22% higher than Florida. I own a house (still in mortgage) in Florida
The online calculators can be misleading, it depends on your housing situation. Cost differential is smaller if you are living in a small apartment vs big house in a good neighborhood. CA is expensive, there are other states with cities with better pay to CoL ratios.

Why would you compromise on pay? You're going to be renting in CA and paying your mortgage at home? I say keep interviewing until something comes along that makes sense. Don't compromise, unless this is the best you can get.
Florida housing is cheep compared to CA. If it's a software engineer job and it isn't at least $100k you're going to have a hard time. (After taxes $100k in CA is $69k). LA area housing, you can get a 1 bedroom apartment for about $1300/no if you're thrifty.
