what would be the best itinerary through the west coast of the US from LA to LA?

Became PIP fodder because i wanted to switch teams, now I'm on a career break and planning to visit the US and Rollerblade through a few cities on the West coast. I mostly plan on going around the streets and exploring local markets instead of the tourist attractions. I don't plan on driving and will be using public transport mostly. I also want to purchase some electronics and would want to save on state taxes. What would be the best and cheapest itinerary if i'm flying in and out of LA? Any suggestions on cheap stays?
