Title depends on your interview feedback, which likely has not been that good or the team you interviewed doesn't want to hire Staff. Either way, title doesn't seem fine and I'd suggest not to join. You'll need 2+ years to move to Staff. And that offer is at the higher end of Sr Lead, so don't expect much hike in those 2+ years. If they wanted, they could actually offered Staff and given more cash, still they won't be able to match the other offer with base + bonus. But the lack of interest probably shows that they want you to reject and move on.
