Ignoring cost of tuition - 2/3 covered by Google - and personal life satisfaction aside - too subjective - is it worth completing some certificates to acquire solid technical skills and develop one's career? I have rigorous B.S. in STEM, although not from a top 3 school. Not applying to competitive MS due to mediocre GPA and lack of recommendation letters. Suggestions? (Multiple options selectable, as I live near Palo Alto, if that matters, and can commit years of free time outside the regular day job.)

Take courses, get A+'s and then get those profs to write recos. This is well documented in some of the internal scpd groups
Do NDO/SCPD students have the chance to interact with faculty in person? I would like to visit campus if possible
Can you just sneak into lecture? I don’t think anyone would check it. Assuming you signed up for an online version but still want to come to class
