SD really is the best. Housing is expensive and salaries are lower, but I’d probably sell my house and downsize to a 500sqft condo to go back. The only thing holding me back is living near my family now, they’ll be disappointed.
Other question is where are tech jobs in SD?

People vote with their feet. I don't need to ask if Detroit and Pittsburgh are great places to live since they are the only major cities experiencing a population decline

Quality of life for what? None of those cities have good quality of life for LGBT people when compared to tier 1 cities. A city isn’t good just because people are moving there. Before using argumentum ad populum to justify something you might want to analyze why people are moving there.
"Quality of life" - subjective. In a developed nation any city should be good for good quality of life provided u maintain good social life.
If you don’t mind the heat Austin provides a very affordable COL with high TC job opportunities. Also has a very vibrant night life scene and it’s location in the middle of the country makes visiting either coast fairly trivial
