You can survive till you get a full time gig. You are buying time and valid status to get a much better job.
Assuming your friend has some savings he can interview on any other visa (needs to leave and come back though) and once he gets an offer resume the h1b. It's doable, it's not that if he doesn't get an offer he'll lose his h1b forever.
To add to takeiteazy's point even if interview is done immigration teams at companies take their sweet time in filing labor/h1 transfer.

Take at most 5 weeks to have an offer signed. Then a couple of weeks to have the transfer filed and start working. You can join on filing, before receipt. Ask the hiring company immigration department because rules change with the orange dude.
