When you accept severance you have to sign terms that you can’t sue. Breaking those terms is not a good start to a lawsuit

Sure, but anybody who has worked at Amazon before knows exactly what creating structure in ambiguous situations means. Ambiguous projects get thrown at L5 and L6 SDEs all the time, often times there is little PM or TPM bandwidth and managers are too busy to handhold you through it. So you need to write down requirements, get alignment, work with dependency teams, etc. to make sure you are able to deliver. I don't think this is any more fortune-cookie-like than any other corporate verbiage.
