Cisco vs SAAS startup

Hi Guys, Which offer is better for a data scientist with 8 years of work experience? My friend's experience is in Retail domain as he has worked in companies like Walmart, Target. The BU I that he is being hired for in Cisco is MIG. He concern with the SAAS company is that it will have a very limited data and it is not a very well known company. His current TC: 30 lpa.
