Wrong. 1) ITAR doesn't require citizenship, this is only one of several ways to be considered a "US Person". Most commonly you can also be a green card holder - just as good as citizenship. There is also a special approval process (rare) for people who don't fit any of the criteria. 2) Not all parts of the aerospace industry are required to follow ITAR regulations. 3) Not all roles require ITAR. We have different badge levels for non ITAR people. If you recall from the 737 max investigation, Boeing outsourced some of its software to india And directly applicable to the question, the head of software for vehicles at SpaceX is a non US citizen Canadian. We would totally hire a Canadian with a green card, and many current SWE are non citizens

This isn’t remotely true. There are lots of Canadians at SpaceX, and many people who aren’t citizens. A green card is as good as citizenship for ITAR purposes, and we regularly get ITAR exceptions for Canadians who don’t have green cards. Go for it!
