That’s not what that says. It talks about employers failing to follow appropriate PERM advertising requirements, which are specifically put in place to ensure US job seekers have equal access to the roles. It’s more of a procedural issue - it’s not showing given two equally qualified candidates that they biased hiring towards people on a visa.

Don’t. What I found is that because of my name, white people don’t hire me because they think I’ll work harder than everyone in their team. If I put US citizen on my resume I fear my own race would also not hire me because they’ll think I work like an American, which is, slow, sloppy, and full of arguments.

Your resume will get thrown out, it needs to be worded along the lines of ‘able to work in the US on a full time basis without sponsorship’ and not reference citizenship
Yes. There are so many south Indians looking right now, and employers think they're just desperate for a visa. Anything you can do to distinguish yourself will help.
