@elonmusk spent $2.9B on stock for Twitter. He probably could spend less on a team to build the equivalent of Twitter. The infrastructure would take time to build, but doable. I doubt any of the big cloud vendors (AWS, GCP, Azure) would allow it. So he'd have to get into Data Centers too. Probably could acquire RackSpace (he's in Austin now) or buy Softlayer from IBM w/o much issue. Trying to build Twitter using “serverless” would be an epic failure, but also hilarious! You could simply build it using Kubernetes, start on the cloud, it will be cheap and scalable then move to on-prem as you see it fit. That’s the model any startup should be following nowadays.
Who told you he’s paying for the tech? The money is for the brand and the users. Finding product market fit at twitter’s scale happens very rarely.

The tech is probably the easy part. The hard part is what kind of policy do you want so that you don’t get attacked by both sides. Remember, when you don’t take sides, you becomes enemy of both.
He could have it built in a couple months, there are bigger problems than just technical though. Getting users onto a new platform is next to impossible.
