Quick overview, my current position is tech support for a global manufacturing compnay, supporting the HQ building w/ 100+ end users, and have been the single primary on site support, for 5-6 years now. For the last few years, I’ve requested an additional tech to assist me with doing so. My manager is always declining the request, even though they don’t spend any more than an hour or two on site, per month. Their manager however is on site a majority of the time, and when the request is posed to them, it’s never flat out denied, but rather is simply delayed quarter by quarter. The company is now building a new HQ and will have 4-5x the end users on site, in a few years. Everyone outside of management can see the need for help, but for some reason nothing more happens from IT management. Comments, ideas, suggestions, thoughts?

Look for a new job. You've outgrown that place anyways
We hire consultants to tell us what we already know, because those recommendations get money for your project. Say you need a thorough analysis of what is needed to properly support the new building. Spin it as being proactive.
Ask end user to push for more support staff
Maybe easier to convince management to hire contractors. It seems that IT support is outsourced more and more nowadays. Honestly I won’t be surprised that management will outsource your whole job when the new HQ is complete.
Past time to quit.
