This is incorrect. You have to go to India for biometrics and a picture and a PCC. Consider yourself lucky if PPO knows what global entry is.
Speaking from personal experience. If they changed anything in last 6 months, than it’s new. I had my PPO visit in India 10 months ago and just received a conditional approval now.
Applied last month. There are 2 checks involved - one in India and one in the US. I timed the application with my visit to India and completed the check there. Police verification happened on the same day (I'm pleasantly surprised with the efficiency!). No updates since. Status tracking in the Indian website is pathetic and I've received no updates from the US side.
