Less than a new grad offer from a decent company in that location. You can use Amzn sde2 250k-300k as a baseline. Anything less than that you are either lowballed or not as good as an SDE2. Keep interviewing.
What should be a good counter offer for L2?
I thought I mentioned 250k in the valley.
What level? The refreshers are good at intuitive, better than you works expect given initial RSUs.

I am also considering for non-engineer. I see this company’s base is lower. But you should consider espp price (they take the lowest from 2 years) and also annual rsu bonus on top of cash bonus and the initial RSU. Unless you have the offer from the strong FAANG, the stock grant is very generous here. I consider to take lower base with potential stocks. You may ask more for RSU. What bout the sign on bonus ?
The past two years RSU grant and base salary has gone down. Refreshers haven’t been great either. Definitely room for negotiation

With 5 years of experience, you probably can get to L3 or L4. Why they offer you a L2 ?
The offer sounds like the lower end of L3.
The base sounds about on par for lower L3 band or really high L2. Stocks are average for L2.
