I think the question is outdated. With some rare exceptions, layoffs are circumvented by the companies in the favor of PIPing people. Money money money - no need to comply with layoff laws - just make up a “poor performance” BS. So the “layoffs” (pIPs) never stopped - it is a 6-month cycle.

I am not sure about a quota as a number but the bonuses have a budget that can not be exceeded. HR gives a free ride to the managers to manage the budget and the headcount. Thus, some people will be in the PIP potential list at managers’ discretions. Actual performance is hardly relevant - it is like and do not like with some exceptions. Company benefits mightily because performance BS allows to bypass layoff laws, saves bonus money and takes back non-vested RSUs. While not impossible it is not easy to fight. All bay area is like that

Status update - I ended the year at 40% attainment and am now speaking with HR on Thursday. Looks like this is it. Manager told me this morning my job is at “significant risk”.
There have been various layoffs around the company all year but it's all hushed. IYKYK. They don't legally have to report them bc it's not considered a mass layoff.
Thats ridiculous. I am challenging the heck out of it currently.
