It's not a terrible offer for mid level non-tech in low to mid COL. 2x median household income in Hartford. Are all 9YOE as DE?

I would take the job and look for remote positions in tech if you want more TC for the same work.
I feel you can negotiate more. U should get atleast 130k in this area. I have seen service based companies offering around that scale for 10-12 YOE.

I'm at 103k base here similar SQL type of work with full benefits and I have half your experience. However it is a better offer than your current if they aren't offering benefits.

Wait are you saying this offer is for the Hartford? Thought that's where you are currently working and they aren't paying benefits, and this new offer is a different company. I am T08 with about 5 yoe, so it makes sense 110k would be the upper end of this bucket and reasonable. Still I bet Amazon pays way, way more than here.
I made more than that in Ops in the mid-2010s in a way cheaper area than Hartford. In Ops knowing how to query SQL put you in the rockstar category so certainly DE should pay a lot more.
