currently work at intel (non-us) on a compiler project, is Arm UK gpu compiler project a better choice in terms of learning & career prospects?
Talk to arm and see what happens. Intel’s culture sucks but working on compiler is as close to being a rock Star at a HW company. Talk and see. Can’t hurt.
Can't speak for intel. But personally I like ARM. It makes plenty of space for feedback and development. It's still trying to redefine itself after the SoftBank acquisition, but the organisational change creates plenty of opportunities.

You have lots of chance to grow inside Intel if you like the job. Or switch team. If Arm pays more then it makes sense to move but I suggest to spend 2 more years with Intel. You can change team. You can take career counseling from Intel Bluehire page. Dig up more. It all depends what you are currently doing and if it really is of your interest.
