How much of it does one make? Is it true one can only make 50% of the promised amount. Also if someone joins in December does he/she get a performance bonus?

Yes, realistically (especially first year after joining) you will not get more than 100% (means target). Of course everyone is different and maybe you will rock and get more. But 200% (== whatever recruiters are advertising) is almost unrealistic anyway, so just plan for 100% and don't buy that BS.
Bullshit, most get 120% or 140%, and you need to have sucked to be less than target. Only thing I agree is that 200% is very hard to get, especially on first year. All in all, OP consider you will get 120% if you have confidence in yourself being better than average or 100% if not so sure.
I received a verbal offer where they said “bonus x%”. I thought that was the top of the range, but it was actually the target - so what I will get if I reach my objectives at 100%. Microsoft’s year goes from July 1st to June 30th. If you join mid-year, the bonus is prorated. Ex if you join say Jan 2nd, you get half your bonus.
For L61 bonus range is 0-20%, target being 10%. Usually target will be mid point of the range for a particular level. One needs to have joined before March 31st in order to consider for June performance cycle.
So if I join in Dec, I am eligible for June cycle perf bonu
Not sure about India performance cycle. I assume it to be same as US.
