What would be a fair TC for someone with 14 yoe at oracle BMC?

It depends on what you can offer. 14 yrs doesnt say much, I interviewed many folks with 10+ yrs of experience in "software development" who cant even write simple Fibonacci.

Anyone with 10 years of sde experience can write simple Fibonacci.. however the fucking issue is few interviewers want them to use dynamic programing and take care of integer overflow without any minor errors when writing Fibonacci..
When ppl are hiring for a senior position and asking Fibonacci is a stupidity.. interview should be more focused on architecture/design/understanding of systems.. and just one/two interview that test basic level coding..

Did I say anything about using DP to solve Fibonacci?
Did I say this question is for the whole interview? This should take less than 5m but it is very helpful to identify candidates with fake experience and I can end interview quickly. There are lots of msft contractor folks with shiny resume who cant write code.
Again, don't make assumption, ask and learn. And enjoy the nice weekend.
