Avoid if possible. PEs are only in it for a short-term (few years) profit. They don't care about other aspect of the company such as product and vision. The PE may invest if they're sure it'll pay, but they can just as well cut the company into pieces.
From a business perspective, PEs make sense. As a developer who cares about aspects such as product, culture, growth, etc., you'll be working for an owner who couldn't care less about such things.

Even if it means I’m at risk of layoffs? They are a small company and are in a niche area. I’ll have bigger impact and I get to grow my skills and wait for the tech sector to blow over.

PE ownership is just one factor. If the offer looks good otherwise take it. This is not a great time in tech, and beggers can't be choosers.
