So I’m kinda annoyed that I did not get promoted this year after having consistent results and leading projects and such as 61. I just saw that there are about 52+ open positions that are being hired for Fabric and Azure Data. While I am working on all these new ventures I’ve talked with my manager and he keeps saying we would not get promoted until we ship our private preview which seems absurd since I’ve done so much already to get from 61 -> 62. In band promotions seem very dumb this year since I’ve talked to multiple coworkers and all are in same shape. We keep seeing seniors promo to principal but not the other juniors it seems. I was told by my manager that I would get promo next quarter during connect as he has no bad feedback ask other than “continue growing technical knowledge” since that really all engineers do till death. #tech
This is accurate in my case as well. I have been 61 from 2+ years.

You've gotta understand a bit about the bigger picture. Your manager does not have control over whether you get promoted. They can put you up for promotion, then you go into the pool with everyone else in that same pool from your org. Who gets promoted in that pool depends on how much promo budget there is, how the leadership weighs people against each other, and what levels are up for promotion. Someone getting promoted into partner band is sucks up a lot more budget than someone going 60->61 so if you have several people jumping into principal or partner, your odds are gonna be less. Then there's the question of how heavily they weigh time in band, what your previous rewards scores were, and relative impact. Most promos happen during the annual review process, then some at mid year (now), then a much smaller number quarterly. If you're trying to get a mid year promo, your odds are already less than the end of year promo. You may need to see advice from someone other than your manager who understands the game to help you learn more. Fact of the matter is there is the official promo policy, then there's what actually happens on the ground in your org. If you don't understand the latter you're gonna be frustrated.
I appreciate this response and totally get the politics. I just really hate the fact that grunt work which is mostly given to Swe 2’s doesn’t seem to aspire to much since they can use excuses like we want our juniors to marinate more. This just makes me want to leave even more and just boomerang since compensation is shit once welcome stock falls off.
