I still haven't figured out how flavored vaping liquid targets kids but flavored vodka doesn't. If cotton candy vodka is for adults, why wouldn't cotton candy vaping liquid also be for adults? This ban is just the latest reaction to the fabricated "epidemic" from the 2018 NYTS results. Surveys are the lowest form of research, as they are clearly easy to manipulate to get your desired outcome.
It is pretty difficult for a teenager to get their hands on alcohol, and it can be quite expensive. Vaping liquid is another story. This regulation is meant to make it less attractive for kids/teens to vape. No idea how effective this regulation will be. You may also want to do more research. Vaping is becoming a global problem for both teens and adults. There is also research showing some of the liquids being used in ecigs lead to irreversible health problems quicker than tobacco smoke. E.g., popcorn lungs. “Even though we know that diacetyl causes popcorn lung, this chemical is found in many e-cigarette flavors. It is added to "e-juice" liquid by some e-cigarette companies to complement flavorings such as vanilla, maple, coconut and more. So while diacetyl was swiftly removed from popcorn products since it could cause this devastating disease among factory workers, e-cigarette users are now directly inhaling this harmful chemical into their lungs. In fact, researchers at Harvard found that 39 of 51 e-cigarette brands contained diacetyl. The study also found two similarly harmful chemicals—2,3 pentanedione and acetoin—present in 23 and 46 of the 51 flavors it tested. This is priority #1, while the ever more bloated addiction and homeless industries somehow manage less return on their investment with every passing year. This sort of ‘feel good’ legislation does nothing concrete, but is an easy target. As such, will be the go-to low hanging fruit year in and year out. While some kids certainly abuse juul and other similar devices, that number is greatly outpaced by adults (like myself) who use them to avoid another cigarette. Instead, I’ll just be forced to travel across the bridge, or to south City / Burlingame to get what I need. Tax dollars missed, for what?

I think it goes back to my idea of a ‘view tax’. Above a certain number of YouTube views or subscribers or retweets, you have to pay a tax. This incentives less viral behavior and is a general good for society.
