A CIO-level person will rarely reply to an unknown person. But do tell us what the result is.
I think my only feedback would be that it is a bit long. Not sure where you can cut out a bit, but might be beneficial to shorten it, so that the recipient doesn’t just look at it and decide to opt out of reading based on the fact that it’s long
I wonder if you can do a little research on each cio you want to target and then personalize the message. Flatter them a bit before getting to your ask. You may have a higher success rate if you spend 5 more minutes per message.
I’m a high level exec and get these types of LI messages, cold calls, emails, etc and almost never respond to any of them. If I do, I’ll sometimes forward them to a job link that they might be a good fit for. But I’m definitely not green lighting someone or referring someone I don’t know. The # of people that ask me to refer them (despite not knowing one another) to one of my peers for another job is laughable. In a business where your rep is your most valuable asset, I’m only referring people I know EXTREMELY well, am confident will perform, and won’t come back on me for referring them to another hiring manager.
As someone who has reported directly to C suite through most of my career my advice is to figure out how to get your message across in a single paragraph or less. These people are busy and don’t have time for your sob story. You can provide details after the first connection. Your message sounds like a job application. 😴

Add something along the lines of “what I can offer in return for your time and mentorship is..”
