There are far too many Indians. There are only 85k H-1B visas of which lets say 70% are Indians, it seems like there are far more Indians than this number. People talk about leaving the country but doesn't look like it. Everyone who comes to the US for education lives here for perpetuity. US is the best out there for tech. Europe/Canada and Australia are not worth it. Lived there and know people who did so i know it for fact. Most people who leave US do so for family reasons, which is being closer to parents. That's what's my reason for leaving the US. If not that, I would run back to the US anyday. I would not mind being on H1 for life, it's better than other options. Think of US as a kid in class with score of 95/100. Second best score in class is 70/100 for a kid named Canada. Third being UK with 65, forth Europe/Australia with 60/100. There is a huge difference between first and second highest score. That's why you see people who move from UK to Canada or other way around don't complain much. Buy people who move to Canada/UK/Europe from US are always pissed and end up moving to US in 5 years or so. No country is perfect but if you ask me it's a good country despite all its issues. Ironically, I never really praised the US when I lived there, something which I realized after permanently leaving it.

That's where it needs to be and not the green card, assuming you want diversity on people coming. Otherwise you just have a huge amount of Indians anyway, many of them feeling they'll never be able to plan long term here.
There are 1.5 billion Indian so it gonna be huge number of Indians every where not just in US.

The ones who do not manage to get an H1B, they go out for an year and come back on L1. There are no caps on L1. Then there are people who spend 6 or 7 years on F1 visa alone. There are no caps on that either.
