We had layoffs in 2020 that resulted in huge attrition so leadership doesn't want to repeat that again. For full transparency we slowed hiring compared to beginning of the year. I haven't heard of the packages in recent months but beginning of the year internal employees were mad because external hires were getting 590k for L5, you can search blind for those posts.
