It’s been really long months here at VMware with the acquisition preparation and now limbo state. I was always of the opinion (unpopular as it was ) that VMware and Broadcom can really do some cool innovation together. With all things political in this merger, I keep getting the feeling that Hock Tan will just give up. It reminds me of the classic “Atlas Shrugged” by Ayn Rand. What will China gain by blocking the merger ? USA doesn’t care whether it happens or not. The only block is on innovation.

They actually will save money by paying out the fine, with the Broadcom stock increase the actual value of the acquiring VMware has jumped like 5-10 billion dollars.
Hock Tan was always willing to pay top dollar for VMware. He obviously thinks he can make more after the merger.

I think this will hurt China. Investors are already divesting. But I think they will approve. Why? Because apparently President Xi wants to meet with business leaders in San Francisco this week. You can image the difficulty he will have reassuring business leaders to continue investing in China, when someone asks him why China is blocking this deal.
I believe that the same group of silicon valley entrepreneurs have been repeatedly telling Biden that the semiconductor export ban is hurting the US semiconductor business. They may ask again next week if anyone from the admin meets them. Guess what answers they got from President Biden?

China blocked the deal. It's over. Hock Tan doesn't want to pay the 1.5B fine.
Nobody knows , the fine might still have to be paid.
