I think its quite rich to imply all students from india who do MS CS in the us are subpar Wont that imply your universities are subpar for selecting them?
The reason is not because suddenly half the Indian population decided to come to USA. The reason for this huge rise is because USCIS decided to digitize the application process! Yes the same USCIS that deliberately keeps green card processing fully paper based so it can waste tens of thousands of legally eligible employment green cards in 2021 and 2022 stating "processing delays". Having more H1b immigrants and fewer green cards issued to the decade long backlogged people financially benefits USCIS tremendously which is the only reason you see this graph. It has nothing to do with layoffs
What wasted cards? Last year they used every last one and approved some within 2 months even.
