Sounds like an idea worth exploring. The state of New York alone has 27 municipal police departments. How one can ensure they all follow the same rules and regulations and that they address issues equally? In many aspects of government structure, the US is still living in the 19th century. We are basically two centuries behind modern democratic republics. Lots of redundancy, which means cost for the taxpayers and administration chaos.

Not really. Police vacated urban areas in the 70s-80s. Crime skyrocketed, gangs became a means of security, and crack proliferated. Everyone complained that crime was rampant, which ended up with police reengaging and crime rates dropping dramatically.
The US itself was a social experiment.
