Talk to her boss. Figure out why they think she's a good employee. Ask them if she's delivering the results she promised. If they say, "yeah, she's awesome.. would hire 10 more just like her if I could".. then, start looking for another job because this may no longer be a good fit for now.
Why is she the worst? Provide examples of how she dropped the ball and how the org is getting dinged because of her.. Anything else is just sour grapes... and you are using her skin color as a way to diminish her credibility.
She called an employee a joke in front of coworkers. She promoted an African American who turned out to sexually assault two women in a hot tub at a retreat. Then helped him get another job. She stopped a senior qe from getting promoted but promoted other black people who just came in. Leadership is protecting her because it looks good to have a black head who's a woman.
Everything you've said is just subjective...all through your post you've mentioned skin color multiple times... Nothing substantive like (ohh..we've had missed deadlines because of bug ridden software..or 0 talent retention within the org or poor WLB) that shows how she is a poor leader But here you are ranting about skin color... If she was Asian or White and promoted only Asian and Whites..will you make the same statement? Look at yourself In the mirror

The woke fad won't last. You know how tech overhired and everyone was super cocky 2021 and now it's the complete opposite? And that's for skilled people. Imagine what leverage/protections non skilled people only hired for political PR reasons have....this too will pass. It's just day to day as the worker you unfortunately will suffer for it. Market only has so much tolerance for waste, if it's not sustainable it will be cut
